History

The firm's origins date back to 1935, with the founding member being Leroy McCormick. Leroy McCormick, and his son, former senior partner Walter McCormick, performed legal services to the various cities within Tulare County. The firm helped form the vast majority of all special districts within Tulare County. The current principals of the firm are Nancy Jenner, Julia Lew and Chad Lew (Steve Kabot retired in 2017).

The firm has an extensive history of providing legal services in Tulare, Kern, Fresno and Kings Counties. Our firm specializes in public entity representation and we provide exceptional results at competitive rates.

Julia M. Lew

Julia Lew has been a principal with the firm and has served as City Attorney and /or general counsel since 2002. She is the City Attorney for Porterville and has been for the past 13 years. She is also the City Attorney for the City of Exeter. Additionally she currently serves as general legal counsel to numerous other public entities including the Tulare County Housing Authority, a California health care district, community services districts, and a public utility district. She has also served as special counsel to other cities in the region. Her areas of specialization include general government administration and transactional matters, administrative law, public land use, the Brown Act and the Public Records Act. She has written many ordinances, regulations and city charter amendments including but not limited to adult business ordinances, administrative code enforcement regulations, contract debarment regulations, and election regulations.

Nancy A. Jenner

Nancy Jenner is a principal with the firm and has served as an assistant City Attorney for the past nineteen years. She has also served as legal counsel for a variety of special districts including healthcare districts, public utility districts, fire districts, water districts and a housing authority. Her area of focus has been primarily public agency litigation, which gives her a unique view for advising our public clients and avoiding litigation. She has tried many cases in both Federal and State courts involving employment, breach of contract, racial discrimination and embezzlement, land use and CEQA. She also currently serves as special litigation counsel to the City of Fresno and other cities in Fresno County. She also served as special counsel for the cities of Fresno, Clovis, Sanger, Kerman, Kingsburg, Selma and Fowler, representing these cities in litigation against Fresno County over misallocation of property tax revenue. The cities prevailed in the trial court and the 5th District Court of Appeal.

Chad M. Lew

Chad M. Lew joined the firm as a principal as of May, 2010. He has been in private practice since 1998. He has a general civil litigation and estate and probate practice, and also serves as general counsel to several local business enterprises, a mosquito abatement district, and a public utility district.

Matthew C. Pierce

Matthew Pierce has been an Associate Attorney with the firm since March, 2014. He was admitted to practice in 2008, and practiced in civil litigation prior to joining the firm. He serves as a Deputy City Attorney for the cities represented by the firm as well as general counsel to a number of the firms special district clients as well.
